What should a foreigner do if documents are lost / stolen?

 1. Migration card

In   In case of damage or loss of a migration card, a foreign citizen must contact the nearest migration department of the Ministry of Internal Affairs (MIA) within 3 days.

An identity document must be provided when contacting the migration service and a special application form should be filled. After application reviewing and fingerprinting, a duplicate of the migration card will be given to a foreign citizen.

Recovery time: immediately upon request in a migration department of MIA with a special application,

Cost of service: free.

2.  Registration (detachable part of the Arrival Notification)

 In case of loss of a detachable part of the Arrival Notification, an Arrival Notification should be provided to a migration department of MIA one more time. After MIA inspector check the foreign citizen’s profile in the migration database and a registration with the same date of arrival will be given.

Recovery time: immediately upon request to a migration department of MIA with an Arrival Notification,

Cost of service: free.

 3.  Passport

In case of loss of a passport, a foreign citizen needs to contact the nearest MIA department with a special request and receive a certificate, confirming the fact of document loss.

After contacting the MIA department, the foreign citizen needs to contact his or her embassy in the Russian Federation.

The certificate from MIA and another document, confirming the foreign citizen’s identity (birth certificate, copy of the lost passport, driver’s license) should be provided to the embassy.

Recovery time: depends on the embassy and status of a foreign citizen in the Russian Federation,

Cost of service: depends on the embassy (for example, passport restoration service in the Embassy of the French Republic is about EUR 100).
