Prepare for the Mandatory eTTN by September 1, 2026
Starting from
September 1, 2026, electronic transport consignment notes (eTTN / ЭТрН) becomes mandatory for participants in the transportation process in the Russian Federation in accordance with Federal Law No. 140-FZ dated June 7, 2025.
An eTTN is a digital equivalent of a paper transport consignment note and has full legal force when signed with an electronic signature and transmitted via an electronic transportation document operator (ETD operator) to the state information system (GIS EPD).
In light of the mandatory introduction of this document, we recommend
assessing your company’s readiness for the transition to eTTN in advance and ensuring that your company has:
- Selected an ETD operator for working with eTTN;

Cbtained the required electronic signatures for all transportation participants;

Established internal procedures for issuing and signing eTTNs;

Ensured that employees are trained to work with eTTN;

Aligned the process with counterparties and tested it prior to implementation.
Please note that the scope of required changes will depend on your company’s role in the transportation process — whether as a consignor, carrier, or consignee.
We would also like to draw your attention to the fact that delayed preparation for the transition to eTTN may lead not only to operational challenges but also to the
risk of penalties for the absence of a properly executed transport document (up to RUB 10,000 for individual entrepreneurs and up to RUB 1,000,000 for legal entities).
