Russia is set to raise the minimum salary threshold for highly qualified specialists

The State Duma has passed the third reading of a bill that increases the minimum salary for foreign Highly Qualified Specialists, or HQS, from 250,000 to 717,000 rubles per month starting from 1 March 2027.

For certain categories, including accredited IT companies, residents of special economic zones and researchers, the threshold will be set at 358,500 rubles per month.

The bill is currently in the final stage of consideration and is expected to be signed by the President.

Given the high likelihood that the bill will be adopted in this form, we recommend that you start preparing for the new requirements now by:

• assessing HR risks associated with the new HQS salary requirements;
• factoring potential changes into your 2027 budget;
• considering options for replacing foreign specialists or reviewing their immigration status before 1 March 2027.

Please note that the quota procedure for processing foreign employees is a lengthy process, typically taking 5–6 months. Employers should also take into account the risk that the Ministry of Internal Affairs may refuse approval in respect of each individual employee.
