Bellerage Quarterly 4/21: Decrease in personal income tax rates for non-residents

The Ministry of Finance of the Russian Federation suggested to equalize the rates of personal income tax for Russians and foreigners.

This means that the income tax rate for non-residents will be fixed at the same level as for residents: 13% to 5 million rubles income and 15% for income over this amount (previously it was 30%). The change will affect only salary income. Changes in tax rates on passive incomes, such as from securities or the sale of real estate, are not expected.

Discussion of the law in the government began at the beginning of 2020, but due to the pandemic its adoption was postponed.

At the same time, the main goal of the project to increase the country's investment attractiveness is to attract highly qualified foreign personnel to the Russian Federation.
