Bellerage Quarterly 4/21: Russian “carbon tax”

The Russian Government has begun to discuss the introduction of a Russian equivalent of the “carbon tax” in response to the EU “Green Deal” plan.

The EU plan aims to reduce carbon emissions and provides for the payment of taxes by foreign exporters when importing certain types of products (for example, steel, fertilizers, aluminum, etc.) into the EU, starting from 2026.

The introduction of a “carbon tax” on the part of the Russian Federation will make it possible to partially retain the money of Russian exporters for the Russian state budget, since the European plan provides for the possibility of offsetting taxes paid in other jurisdictions.

The mechanism for calculating the fee has not yet been determined, nor the list of contributors (whether such a tax will apply only to exporters or all market participants).
